Final Statement

of the Symposium: "The Closure of Al-Aqsa Mosque in Ramadan: Political and Legal Dimensions and Implications"

At the conclusion of the political and parliamentary symposium organized by the League of Parliamentarians for Al-Quds and Palestine, titled "The Closure of Al-Aqsa Mosque in Ramadan: Political and Legal Dimensions and Implications," featuring the participation of several chairmen of Palestine committees in parliaments, parliamentarians, and political figures from various countries, the participants affirmed the following:

  • First: Condemning the Israeli occupation’s exploitation of its aggression against Iran and the world's preoccupation with its repercussions to push forward its schemes in the city of Jerusalem. This includes escalating attacks against the Palestinian people by closing the Blessed Al-Aqsa Mosque, preventing worshippers from performing Friday and Tarawih prayers during the Holy Month of Ramadan, and prohibiting I’tikaf (seclusion for worship) during the last ten days. This is considered a flagrant violation of the freedom of worship, international law, and international conventions that guarantee the protection of religious sanctities.

  • Second: Emphasizing that these measures represent a dangerous precedent since the occupation of Jerusalem in 1967. They are part of a systematic policy aimed at reducing the Palestinian presence in Al-Aqsa Mosque, expanding settler incursions, and creating conditions to impose plans for temporal and spatial division.

  • Third: Rejecting the pretexts put forward by the occupation under the guise of "public safety" or "state of emergency," asserting that these are used as political cover to impose Israeli sovereignty over Al-Aqsa Mosque and undermine the historical role of the Islamic Waqf Department in its administration.

  • Fourth: Condemning the military aggression against Lebanon and Iran, and warning against the occupation’s exploitation of regional escalation to implement its schemes in Jerusalem by closing Al-Aqsa Mosque and the Church of the Holy Sepulchre to worshippers and escalating settler raids, which threatens to ignite the situation across the entire region.

  • Fifth: Affirming that the Blessed Al-Aqsa Mosque, in its entire area, is a place of worship exclusively for Muslims, and that the Israeli occupation possesses no sovereignty over the city of Jerusalem or its Islamic and Christian sanctities.

  • Sixth: Stressing the importance of the historic Hashemite Custodianship over the Islamic and Christian holy sites in Jerusalem and its role in protecting Al-Aqsa Mosque and maintaining the existing historical and legal status quo (Status Quo). It further emphasizes that the Jordanian Islamic Waqf Department is the sole legal entity authorized to manage the mosque and regulate entry to it.

  • Seventh: Calling for intensified parliamentary and diplomatic action at regional and international levels to halt escalating Israeli violations against Al-Aqsa Mosque, and to work toward ensuring freedom of worship and protecting the established historical and legal status.

  • Eighth: Supporting the launch of an "International Day for the Protection of Al-Aqsa Mosque" to serve as an annual international occasion to unite grassroots, parliamentary, and political efforts in defending the mosque and highlighting the threats to its identity and religious and historical status.

  • Ninth: Adopting the proposal to hold a "Global Parliamentary Day for Jerusalem" annually at the end of the last ten days of Ramadan, to enhance international parliamentary coordination in supporting Jerusalem and its sanctities and countering Israeli policies targeting Al-Aqsa Mosque.

  • Tenth: Commending the efforts of governments, organizations, and parliaments in various countries to support Jerusalem and Al-Aqsa Mosque—whether through direct financial support or the implementation of projects aimed at protecting the sanctities and strengthening the steadfastness (sumud) of the Palestinian people—while emphasizing the need to intensify and expand these initiatives.

In conclusion, the participants stressed that the protection of the Blessed Al-Aqsa Mosque is a collective responsibility of the Islamic Ummah and free people of the world, calling on parliaments, governments, and international organizations to take serious and practical steps to end Israeli violations and guarantee freedom of worship.
